Your telegram No. 46 of the 3rd instant.

Foreign Office, April 6, 1909.

I learn that the Germans stated at their meeting with the other two groups at Paris on the 2nd instant that they could not withdraw from their engagement to the Chinese Government, even if they were willing to do so, as their Foreign Office would not permit it.

You may find this information of use in your representations to the German Government. You should coinmunicate it to your French colleague.

CANTON-HANKOW Railway Loan. With a view to strengthening your hands, I have spoken to the Chinese Minister and have expressed to him great disappointment and surprise at the action of the Chinese Government, who, by contracting a loan on terms which were not contemplated when the Agreement of 1905 was made, are depriving us of the advantages promised in that Agreement. I told him that I looked upon their action as a breach of the spirit of the Agreement, and I pointed out that it could not fail to affect unfavourably the cordial relations which have hitherto existed between our two Governments.
